Ðå÷ü èäåò î çàïðåùåíèè ñîäåðæàíèÿ è ðàçâåäåíèÿ ñîáàê áîéöîâûõ ïîðîä íà òåððèòîðèè Ãåðìàíèè.

Óâàæàåìûå äàìû è ãîñïîäà,  óñëîâèÿõ èñòåðèè ïî ïîâîäó áîéöîâûõ ñîáàê, ðàçâåðíóòîé ñðåäñòâàìè ìàññîâîé èíôîðìàöèè ÿ òðåáóþ îò ðóêîâîäèòåëåé íàøèõ îðãàíèçàöèé âûíåñåíèÿ îêîí÷àòåëüíîãî ðåøåíèÿ ïî ýòîìó âîïðîñó. Êàê ïðåäñòàâèòåëü SV è VDH ÿ ïîñòîÿííî ïîëó÷àþ âîïðîñû íà êîòîðûå íå ìîãó äàòü âðàçóìèòåëüíîãî îòâåòà. Ðå÷ü Áåðíõàðäà Ìàéåðà, áèçíåññ ìåíåäæåðà VDH, ïîñâÿùåíààÿ ýòîìó âîïðîñó íà ñèìïîçèóìå VDH 15 îêòÿáðÿ 1999 ãîäà â Äîðòìóíäå, ÿâëÿåòñÿ ïîääåðæêîé â ïðîÿñíåíèè äàííîé ñèòóàöèè. Îðãàíèçàöèè äîëæíû ïðèéòè ê åäèíîìó ìíåíèþ è äîíåñòè åãî äî îáùåñòâåííîñòè. Íåðåøåííîñòü ýòîãî âîïðîñà ïðèâåäåò ê äàëüíåéøåìó óâåëè÷åíèþ íàïðÿæåíèÿ â îáùåñòâå. Êàæäûé äîëæåí ñîçíàâàòü ÷òî ïîðîäû ñîáàê â îáùåì è ðàáî÷èå ïîðîäû â ÷àñòíîñòè, à òàêæå äðåññèðîâêà Schutzhund íàõîäÿòñÿ â äàííûé ìîìåíò â áîëüøîé îïàñíîñòè.

Äëÿ òîãî, ÷òîáû ïîêàçàòü âñþ âàæíîñòü ñêàçàííîãî ïðåäñòàâëÿþ ñòàòèñòèêó: â ïðîøëîì 1999 ãîäó ëþäè â Áåðëèíå áûëè ïîêóñàíû ñîáàêàìè ñëåäóþùèõ ïîðîä:

Ðàññìàòðèâàÿ äàííóþ ñòàòèñòèêó âèäíî, ÷òî ïîçèöèÿ Íåìåöêèõ Îâ÷àðîê íå îñîáåííî ñèëüíà. Ýòî ïðîâîöèðóåò åæåäíåâíóþ ïðåññó íà ñëåäóþùåå ìíåíèå: "Êàê ìîãóò âëàäåëüöû Íåìåöêèõ Îâ÷àðîê, ñî ñâîèì 3 ìèëèîííûì ïîòåíöèàëîì ãîëîñîâ îñòàíîâèòü óáèéñòâà êàêèì-ëèáî ïîëèòè÷åñêèì âìåøàòåëüñòâîì åñëè çàïðåò ñ 1998 ãîäà íà èñïûòàíèÿ SchH III- êàê ïðîâîöèðóþùèå àãðåññèþ- ìîæåò èãíîðèðîâàòüñÿ áåç âñÿêîãî íàêàçàíèÿ? Êàê ÷ëåíû ìîãóò îïðàâäàòü ñàäèñòñêèå ìåòîäû ïðèìåíÿåìûå â äðåññèðîâêàõ "Schutzhundesport" è "Obedience training", êîòîðûå â äåéñòâèòåëüíîñòè íå ñëèøêîì îòëè÷àþòñÿ îò äðåññèðîâêè áîéöîâûõ ñîáàê? È êàê ìîãëî ñëó÷èòüñÿ òàêîå, ÷òî îòäðåññèðîâàííûå â äóõå ïðàâèëüíûõ ìåòîäîâ Íåìåöêèå Îâ÷àðêè âîçãëàâëÿþò ñïèñîê ïîêóñîâ ñ áîëüøèì îòðûâîì? Òàê êàê íà ïðîòÿæåíèè ïîñëåäíèõ ëåò âíóòðè àññîöèàöèè, ïî ìîåìó ìíåíèþ, ñèãíàëû îïàñíîñòè èãíîðèðîâàëèñü è íèêàêèå äåéñòâèÿ íå ïðåäïðèíèìàëèñü, òî íàñòàë ìîìåíò ïîñòàâèòü íà ïîâåñòêó äíÿ ñëåäóþùèå ïðåáîâàíèÿ è ïðåäëîæåíèÿ.

4 Ïðåêðàòèòü âñÿêîå íåêîíòðîëèðóåìîå ðàçâåäåíèå.
5 Ñòðîãèé êîíòðîëü ÷èñòîïîðîäíîãî ðàçâåäåíèÿ.
6 ×åòêîå îòñëåæèâàíèå ïðîõîæäåíèÿ òåñòîâ êîíòðîëèðóþùèìè îðãàíàìè àññîöèàöèè.
7 Çàíÿòü íàêîíåö íîðìàëüíóþ ïîçèöèþ ïî îòíîøåíèè ê ðàáî÷èì ñîáàêàì è èõ çàäà÷àì. Ñïîðò è îõîòà - íå åñòü ïîòåíöèàëüíûé èñòî÷íèê íåêîíòðîëèðóåìîé àãðåñèè.

Ïðèìåð: ñîáàêà äîëæíà îõðàíÿòü ÷åëîâåêà ñ ðóêàâîì è íå îáðàùàòü íà íåãî âíèìàíèÿ òîãäà, êîãäà ðóêàâ íå îäåò íà íåãî.

Open Letter to the executive of the VDH and the SV Honored Ladies and Gentlemen, In the emotional hysteria about fighting dogs, guided by the media, I am missing a clear and decisive Veto by the responsible executive of our organizations. As an official of the SV (Performance Judge of the LG08) and the VDH (Responsible for cynology in Hesse) I have repeatedly been questioned from different sides and am at a loss to explain. The speech by Bernhard Mayer, the VDH business manager, very much addressing this issue, held at the symposium of the VDH on the 15th of October 1999 in Dortmund, must be added to, supported and implemented in view of the current situation. The associations must achieve a consensus and must represent this to the public and must allow this to be represented. Disagreements only lead to a further escalation of the overly tense situation. Everyone must realize that the breeding of dogs in general, the breeding of working dogs in particular as well as the Schutzhund sport are very much in danger at the moment.

Of current importance and representative: In the past year (99) human beings in Berlin were bitten by the following breeds:
1. Mutts (643/1998: 631);
2. GSD (340/349);
3. Rottweilers (148/197);
4. Pitbulls (162/135);
5. Staffordshire Terrier (96/91);
6. Terrier (57/55);
7.Dobes (48/64);
8. Dachshund (39/24);
9. Boxer (32/17);
10. Golden Retriever (18/12);
12. Spitz (17/8);
13. Bullterrier (15/13); Herding dog (15/13); Dalmatian (15/7);
14. Schnauzer (14/21); Bobtail (14/2); Husky (14/5); Briard (14/2);
15. Collie (13/10).

In interpreting these statistics the explanation that there is a large number of GSDs is not a strong one. This provokes in todays press the following opinions: "Could it be that the German Shepherd Dog with its voter potential of 3 million stops dead in its tracks any political intervention? That because of this the fact that the prohibition of the SchH III test - which furthers aggression - which has been prohibited since 1998 can be ignored without punishment? That the members may explain this sadistic method, which after is not really very different form the fighting dog training, as "Schutzhundesport" or "Obedience training"? Could is possibly be that because of this right wing teaching method the German Shepherd tops the bite lists with a big lead.?" Since during the last years within the associations, in my opinion, the warning signs have been ignored and no action was taken now is the time to set an agenda, make demands and offers.

Here are 10 possible points to think about:
1. An offer by the associations to conduct a preventative proof of ability test under the guidance of the educated training directors - extending the training and education work.
2. repressive proof of ability is to be continued under the guidance of the VDH professionals
3. VDH professionals are to be named in all states
4. A demand to stop and prohibit any uncontrolled breeding
5. Aggressive policies for pure breed breeding
6. Strong monitoring and control of the breed suitability tests by the controlling organs of the associations.
7. Take a clear position for the working dog sport and its goals - Sport und prey work - not furthering aggression and channeling aggression
8. Changing the terminology of the working dog sport Eliminate the positive evaluations of: aggressive bark and hold aso....as well as energetic grip
9. Stronger evaluation of the obedience aspects between the exercises of the protection phase as well as happy and free work in general
10. Contra productive demonstration of the widely distributed furthering of the defense drive should be demanded Example: The dog must secure the sleeve/prey after the protection work and must not take on the helper who is not wearing the sleeve.
